Job Description

  • Responsible for developing and executing supply chain strategies and plans. The Subcontracts Administrator III will serve as the liaison between the Program Executive, Program Managers, IPT’s and the Supply Chain organization and will be responsible for the development, coordination and execution of all production schedules, material strategies, supply chain objectives, and enterprise objectives.
  • Serve as the leader for all program’s supply chain activities, and will advise the Sr. Manager as well as the program management office leadership team on material strategies and plans. Candidate leads front end of the business SCM activities including early supply chain management involvement and early supplier involvement and is able to exert influence and have an effect on the overall objectives and long-range goals of the program and the program IPT team.
  • Is the single point of contact to management and to internal customers, including Program Office, Quality, Engineering, Operations, Finance, and Contracts. Represent the Supply Chain organization on policies, strategies and objectives, oversee all SCM activities needed to meet program requirements, and ensures a strong link within and between various Supply Chain functions, including Sourcing, Logistics, and Production Control.
  • Develops and executes material program plans, subcontract management plans
  • Execute make/buy/where process
  • Develop and execute risk/opportunity plans to meet program objectives
  • Responsible for Material EACs and Forecasting.
  • Work closely with Engineering, Quality and Operations to create common schedule based on Material Requirements Planning (MRP).
  • Reviews requirement documents (i.e., statement of work and specifications) for clarity and adequacy, and obtains necessary revisions from the program office.
  • Identifies potential sources for required materials, and develops and issues requests for proposals. Responds to supplier inquiries.
  • Receives and reviews supplier proposals. Leads proposal evaluation teams in fact finding, technical evaluation and cost/price analysis.
  • Negotiates subcontract terms and conditions including price, delivery, quality, and performance requirements. Negotiates required special terms. Conducts independent price/cost analysis as needed. Documents the entire negotiation process.
  • Develops the subcontract document, ensuring it complies with Government, Corporate and Company requirements. Obtains management approval prior to issuance to the subcontractor.
  • Leads the subcontract administration team to ensure compliance with all terms and conditions including price, schedule and quality. Coordinates and participates in subcontractor surveys and program reviews. Reviews and monitors payments, commitments and funds status. Negotiates subcontract changes and responds to all formal subcontract inquiries and issues. Provides subcontract status as required.
  • Provides pricing input for the material section of prime contract proposals.
  • Negotiates and issues teaming agreements, non-disclosure agreements, and memoranda of understanding.
  • Closes out subcontracts upon receipt of all deliverable items.
  • Provides routine subcontract advice to program managers, engineering personnel, and other related functions such as finance, quality, and contracts administration.

 

Job Skills

  • Minimum of a completed Bachelor’s Degree
  • 6+ years of experience in subcontracts management, or procurement, or materials program management
  • Experience with government contracts
  • This position requires access to technology, materials, software or hardware that is controlled by export laws of the US.  In order to be eligible you must be either a US Citizen or Permanent Resident.
  • Preferred Qualifications:  Earned Value Management certification; Experience with MS Excel and Microsoft Project; Technical experience of space related hardware applications as well as knowledge of operational and manufacturing processes (engineering drawings, assembly, integration, and test); Experience with Federal Acquisition Regulation, contract law, and cost/price analysis techniques; Certification in Certified Purchasing Manager (CPM) and Certified in Production and Inventory, Management (CPIM) preferred
