Job Description

Responsible for all activities related to Program and Contracts Management. Reads and analyzes moderately complex contracts, researches and prepares draft contract specifications, policies and procedures interpreting contract requirements and recommends contract changes. Supervises Directors and/or Managers who are responsible for the Contracts and the Program Management Departments. Reports to the President.

DUTIES AND RESPONSIBILITIES:

1. Provides oversight for the coordination of all aspects of contract issuance by assisting in the review and assignment of project requests, overseeing the issuance of both the notice to proceed and the contract upon notification by management, and advises the Program Managers regarding compliance in performing the work of their respective positions.

2. Conducts program status reviews for upper management. Reports both contractual status (technical, schedule, etc.) and financial status.

3. Assures effective management of contracts by participating as a team leader in reviewing and revising bid documents, processing change orders expeditiously, coordinating the resulting change of contract amounts with Financial Services, and working closely with the Project Managers to ensure that Company requirements are met.

4. Participates in management decisions with regard to establishing policies and procedures.

5. Ensures the ability of the Company to provide documentation when requested by federal, and internal auditors by maintaining records of production projects for review.

6. Reviews all program management/cost proposals. Determines that pricing reflects scope of work requirements and those adequate profit margins/risk considerations have been addressed.

7. Maintains expert knowledge of current legal and regulatory requirements in the areas of U.S export/import compliance and documentation, including Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Foreign Corrupt Practices Act (FCPA); and Federal Acquisition Regulations/Defense Federal Acquisition Regulations (FAR/DFAR).

8. Handles sensitive issues by listening and gathering information about concerns expressed by senior management, contractors, federal officials, gathers necessary information to determine possible solutions or refers the issue to the appropriate person, verifies that the issue has been addressed satisfactorily, and informs senior management when appropriate. .Executes the general responsibilities common to all executive and supervisory positions.

9. Assists with the development and maintains best practices and guidelines to ensure compliance consistency and accuracy with laws and regulations including U.S. and non-U.S. requirements. Writes, implements, and updates formalized policies and procedures to ensure consistent processes and program compliance.

10. Guides, assists, and coordinates the classification of products and technologies that are manufactured and purchased (i.e. export classification, HTS, country of origin).

11. Prepares, submits, and administers export/import licenses and permits under the EAR, ITAR, OFAC regulations, and other correspondence or authorizations as needed.

12. Works closely with Corporate compliance team

13. Maintains a positive work environment by professional and courteous conduct and communications with others, including supervisors, co-workers, clients and vendors.

EDUCATION REQUIRED:

· Minimum BS in business, or related discipline with advanced degree or Juris Doctorate preferred.

EXPERIENCE REQUIRED:

· Fifteen (15) or more years in an EAR, ITAR and OFAC licensing and compliance environment.

· Excellent written and verbal communication skills, including ability to effectively discuss matters at all levels within the company.
