Job Description

• Possess knowledge and skills to generate and promote a positive health and safety culture.
• Providing professional knowledge and expertise in support and implementation of health and safety programs in the field to assure compliance with regulatory agency guidelines, consensus standards and institutional policies.
• Technical resource in work planning to recommend and conduct: hazard awareness for chemical and physical hazards in shops and industrial areas, monitoring for health and safety compliance (e.g., chemical, physical, biological and ergonomic stressors), and safety reviews of service and maintenance activities with associated hazards as fall protection, scaffolds, ladders, LOTO.
• Technical information is communicated to individuals with diverse backgrounds and levels of understanding including supervisors, line workers, engineers, vendors and trade workers.
• The work involves partnering with line management representatives, employees, senior staff and trade unions.
• Provide environmental, safety and health field oversight according to Department Of Energy Integrated Safety Management System requirements, ESH Management Systems, OHSAS 18001 and ISO 14001 technical program requirements, company policies and procedures; report ESH performance, program status, issues, and corrective actions to supervisor.
• Participate in work planning and reviewing activities within the Facility & Operations organization for ESH concerns, hazard identification, and work permit requirements. Interface with Subject Matter Experts (SMEs) as necessary to ensure that hazard controls (e.g. engineering, administrative) are in place and PPE are appropriately used. Monitor job performance to verify controls are effective.
• Review designs for proposed service, maintenance and operations for conformance with regulatory requirements and best management practices. Conduct hazard assessments and worker exposure monitoring.

Job Skills

• Bachelor’s degree in: ESH, Engineering (Industrial, Mechanical, Civil, Electrical), Industrial Hygiene, or closely related field; or demonstrated relevant experience in ES&H with competent person certifications. Predominate weight will be given to a varied industrial safety background.
• Five years work experience showing increasing independence and responsibility as a practicing ESH professional in a facility operations setting.
• Professional experience must demonstrate the ability to effectively initiate, develop and lead projects or programs with minimal supervision.
• Knowledge and experience with pertinent OSHA, NFPA, ANSI, and other worker health and safety regulatory requirements, subject areas such as electrical safety, fall protection, chemical safety/ hazard communication, industrial hygiene, confined space, Lockout/Tagout (LOTO), life safety and worker injury/illness investigations.
• Demonstrate an ability to communicate technical and safety information orally and in writing in a clear and concise manner, engage workers of a diverse workforce (supervisors, trade workers, union representatives), investigate worker injuries and illness effectively and efficiently.
• May require working outside of normal hours to respond to emergency or planned situations.
• May be required to occasionally enter radiation areas, wear respiratory protection and other personal protective equipment, PPE, such hearing and eye protection.
• Preferred Knowledge, Skills and Abilities: Specific experience in ESH hazard assessment and control in facility operations (e.g. roofing, renovation, infrastructure repair, pump and pipeline, utilities, etc.).
